This pamphlet is contributed by the Boston Society of Architects and the Boston Society of Landscape Architects for the use of towns and cities in New England. It supplements the efforts of the American Federation of Arts, The Municipal Art Society of New York City, the American Civic Association, the American Institute of Architects and other organizations which are dealing with the subject of War Memorials "in such a way as to afford assistance to officials, commissions and committees who are earnestly endeavoring to make the Memorials of the Great War express in a permanently satisfactory manner, feelings of honor, sacrifice and patriotism."

The second year of the war opened in the West with the enemy, although superior in man power and munitionment, pinned down to a defensive line from Belfort to the sea. The new armies of the British Empire were still being raised and trained, and neither England nor France had reached their zenith in the production of guns and munitions. The western front was to remain for a time comparatively inactive.

I Believe that although a large section of the public do not read the prefaces to books, preferring to judge unbiased by the author's promises or apologies for themselves, there are, on the other hand, many who do, and to whom it is a sort of key-note to the contents; therefore should it incisively convey a suggestion of the menu with which their mental appetite is about to be appeased.

Our defeat of Great Britain in the Revolutionary War was conclusive; though "we" in that case included France, without whose aid the patriots must have been defeated. It is not so easy to discover a fund of military glory in the War of 1812.

Politically, the bonds of law and convention which, in spite of innumerable injustices, maintained a certain equilibrium in Central and Eastern Europe, have crumbled to pieces. Economically, the great interconnected machine of production and exchange, in which every part was needed for the working of every other part, has almost ceased to operate ; and Europe sees starvation staring it in the face.

These sketches have been written from day to day throughout the time of America's preparation for the part she is now beginning to play in the drama of world war.

Yet nations, like men, sometimes turn away from their true selves to follow false selves, and to serve false gods. All the old Bible is full of stories of a little nation sometimes true, sometimes false to its soul, and falling into calamity, and then being quickened and helped, and returning to the truth and coming to marvellous things, to the green pastures, where goodness and loving kindness follow men all the days of their life.

Confronted with the awful spectacle of the European continent in the convulsions of war, involving that portion of the habitation of man which has made the chief contribution to civilization and progress, no person, however neutral in political coloring, can fail to occupy his mind intensely with the subject of war.

This publication is based upon a course of six lectures given in Manchester College, Oxford, in October, 1914. The first four of these lectures, on " The Causes of European Wars," are here reproduced with some modification. The fifth was on " Our Duty during the War," and is here omitted as too ephemeral in its interest.

The world is poor because it has too few prophets. It has many historians ; and no one would deny the importance of an accurate statement of the facts both of past and of current history.

It is not without serious reflection that I have collected these thoughts in war time to offer in book form to those who may care to read and ponder them. They were written for the most part on the spur of vital moments, when some of the tendencies of the evil times through which we are living seemed to call for immediate protest.

The cause of Universal Peace, upon which so much of the world's attention has been fixed this summer by the Hague Conference, can progress surely to success only upon the same conditions by which any other movement for good reaches its goal.
