It is the closes thing to the civil afternoon session of the EIT, other than the NCEES one.
This is not a review book at all, but a collection of problems from the different topics covered under the civil examination. If you are interested in solving problems and being able to see the solution line by line, then I would recommend this book. However, for anyone who really needs to review the civil material, do not purchase this. For what it offers, this book is also overpriced at approximately $40.
