Actually, there isn't anything special one couldn't find in organic chemistry laboratorium manuals, may be except PETN/RDX. I wish luck to anyone trying to obtain TNG in their kitchen or basement ;)
As for the dual use of knowledge - by such approach it is necessary to restrict access to all science books, because most of knowledge can be used for good and for evil. For example - one who reads medicine books can get knowledge where it is best to hit someone to make him dead in a second.
Chemistry IMHO is the top of dual use sciences as almost everything may be used as not intended to.
