Do you have a keygen file for this software?
As I know, the keygen file, create a license file depending on computer configuration and network card adress.
Other way, it is not work. You can install the software but is not usefull.
All soft that I have tested and used before posting.

NOTE: Viusal.Studios.C++.Net.2003 is required.
1) open the license.dat and change host on the first line to your
computer name.
2) run setup and install Adams as a license server/full Installation.
When prompted for license server type 1700@host with host being
your computer name.
3) install the Flexlm license server. When prompted for a license file
point the browser to the license.dat. Ignore any errors and select
to install the license file.
4) reboot and enjoy another fine LEGEND-release!
